The file is an image taken and cropped from a wanted poster in Hong Kong published in 2001, in which there is no free 2D FOP in Hong Kong as per COM:FOP HK. As Hong Kong government works enters public domain after a lengthy period, the file is also unlikely to be in local public domain. However, I think this image can be transferred to Chinese Wikipedia for fair use, given by its much better quality (even after fair use reduction) than its fair-use counterpart on relevant articles.廣九直通車 (talk) 03:49, 7 May 2021 (UTC)Reply[reply]
